I'm sure there will be a task force of police waiting to pull people over on this a week or so After (if) this bill passes.

so just keep both hands on the steering wheel & your eyes on the road & you have no worries.. distracted people od ANY type or reason are just as much danger to others as Drunk drivers etc.. WHY should hams be exempted from the law(s)?

Folks do yourselves a BIG FAVOR AND READ THE BILL. They already put exmptions in for two-way radio devices, including ham radio, so I think the matter is closed. Everytime I read these threads, it never ceases to amaze me the "sky is falling mentality". Instead of posting on here, invest the five or so minutes and write your local resprestative. There are three simple steps to writing such letters. First introduce yourself, not just your name and town, but pro vide some background, how long you have been a ham and maybe name one specific ac tivity you're involved with, helping out during an emergency. Secondly never flat out just say the bill is bad and they should vote against it, that never works. Only highlight the part you really object too. Recognize in the authors' eyes the bill is trying to make people safer. Show them the err of their ways and, most importantly, give them a reasonable solution. ALSO copy the e-mail to your local ARRL official, even if you'rre not an active ARRL member, so they can use real life examples to plead thier case. Trust me folks when I say I have been doing this for a long time !


Justin, the wording adding ham radio or 2 way radios was added in the past few days. It is now closed, but its still a matter to watch, you never know when that will be removed again!

This bill has already been ammended to allow amateur radio use.

That it has, and the ARRL has called it a closed issue, but that doesn't mean someone else won't come out against it and try to get it removed. No saying there are anti ham radio folks out there, but you know how it is there are always 2 sides.

Received a telephone call this morning from Representative Karen Mays in regards to IL State HB3970 & HB3972. Her office advised that she is awaiting language changes to address the concerns of Amateur Radio..... unknown what the changes are...

Thanks to intervention by Rep. Chuck Krezwick WV9C and the kind
cooperation of the Bill's Sponsor and Chairman of the Vehicles and
Safety Committee, Rep. John D'Amico, HB-3972 has been amended by Rep.
D'Amico to exclude licensed Amateur Radio Operators while operating ham
equipment. Rep. Krezwick was able to speak on our behalf with his
first-person experience in the Service. Chuck offered the League's
position paper on distracted driving and examples of other states'
exemptions. We thank Rep. Krezwick for his support of our Service and
Rep. D'Amico for his kind consideration. Charlie Richey K9DUE and Brad
Pioveson W9FX have also provided yeoman service on this matter. HB-3970
will most likely not be an issue.

As a post mortem and going forward, we will need to insure that we
maintain a unified front and unified points of contact on these
matters. I was guilty of sounding General Quarters too early,
aggravating the situation. We all learn.

We will continue to monitor the Bill's course to guard against any
whoopsies. I am extremely proud of this team effort.

Yes I understand the matter is closedd but in reading the thread there are some concerns the wording might change again. I was just trying to provide some key points in case the issue arises again!

If the bill were to pass as amended, the amendment has been tabled, it would have virtually no impact. It has gone from ridiculous to ridiculously pointless. The amendment exempts amateurs, CBs, dispatch radios, smart phones, music players and anything else for "a purpose that is not otherwise prohibited by this Section." The only thing left after the amendment is ordinary cell phones used by hand on the roadway while the vehicle is in gear. (Stopped at a red light isn't good enough, If you're still in gear you're breaking the law.) This has become just another complete waste of time by the Illinois Legislature.
