I'm not receiving my local club 's repeater signal

I live in Anoka, Minnesota and I have set all of my settings on my baofang uv-82 to the settings of the repeater and I'm not receiving anything and I just bought a brand new Nagoya 15.6 inch antenna I have attached the screen shot of the repeater info

Yes, start with trying to receive NOAA weather radio.

When programming repeaters into your radio, don't bother programming a receive tone. Just program the transmit tone.

Finally, it's possible that there's just very little activity on your local repeater. Find out if there's a regular net on that repeater as you should hear activity then. Or, try listening during morning drive time.

I gave the OP the NOAA frequencies in another post and it was confirmed that one or more can be received. That post was regarding improving reception of a handheld so distance may be an issue. I wouldn't discount incorrect radio setting though. setting up a received channel with no CTCSS tones as mentioned above is a good next move. Hopefully, that'll be the next move on the OP's part.
