SDR# Install_rtlsdr Help?

Hi,
I had installed SDR# on my windows 10 machine before and everything worked good for several months, then something happened and it stopped working. I believe it was after a windows update.
I have been trying to reinstall SDR Sharp. This is my current roadblock, I double click Install_RTLSDR.BAT and this is what I get,

I have been following a YouTube video to the letter to reinstall without success.
Can anyone help with this?

When you downloaded a new copy of SDR#, did you extract (un zip) all?

Sounds like a folder permissions issue, right click the Sdr# folder, choose properties, click the security tab, click edit, click your user name, put a check in modify, click apply. Now run the install-rtlsdr.bat

When you download RelWithDebInfo from osmocom, it is a zip file that must be extracted.

The folder permission was the apparent issue. After playing with that I got it to install. And setting the driver with Zadig, I'm hearing stuff again.
Now on to DSD+, if I can get that to work I will be back to where I was.
