Here in the city of Shreveport we have a good analog 800 system---here is my problem: I can have a good strength indication on my radio and seems like if there is a cell tower between me and the tower I am using it becomes pure static---Is it cell phones towers, microwave, or all the above?? Is there a way to pinpoint the exact cause????

You didnt mention your scanner. Anyway try as little an antenna as you can get by with. If you can try a stubby VHF or UHF rubber duck is a good test. The wrong antenna will ATT some of the signal. Some scanners are really bad when dealing with RFI, like the PRO-94. Post more info.
