I recently traveled from Ottawa to Toronto and was listening to the OPP the whole way. AT one point an officer in the eastern end of zone 1 informed the dispatcher he was switching his radio over to zone 2. From this I gather than the patrol car radios have the capability to function in more than zone. This raises some questions. Do the radios have all the TGIDs for all zones? Is there something special (regarding the radio) the officer must do to switch zones or does the radio automatically switch zones based on which TG is selected?

No.
There are only select groups from other zones in the radios.
They have the TAC channels and wide area talkgroups (like 1GTR, etc...) and common channels like 1PCPOL, etc...
They don't have the regular detachment groups.

I have heard the dispatcher for zone 2, connect a zone 1 car on a talkgroup to the area he is in. It was assigned to him, so he could speak to the officers at the scene. This was a tac channel, and it was a K9, being dispatched, because the one they usually use, was not available.

They likely just patched whatever detachment talkgroup for the area with a tac channel that the Zone 1 car would have been on. I've seen this happen a bunch of times around the Zone 1 / Zone 2 border.
