Windows 7 is a deprecated operating system and should not be used by any computer that connects to the internet. Also, the computer that you are trying to use is low-spec thus may not work satisfactorily with SDR programs. That said, did you read the Windows section in the linked article? Specifically:
"On Windows, updating the driver is usually just a matter of replacing a .dll file with one from our
RTL-SDR Blog Driver Release on GitHub. Most software will use the rtlsdr.dll file in the x64 folder, but notably x86 programs like SDR#, welle.io and RTL1090 require the dll from the x86 folder."
If you did the above and the SDR device is still not recognized, you may need to run a program called Zadig which is a free download. Zadig replaces the Windows Realtek device driver with one compatible with SDR software. Be careful to install the replacement drivers to the proper device as Realtek makes different components that could be installed on your computer that have nothing to do with SDRs.
