Is Stonington Police Encrypted or Trunked?

I have a Uniden BCD436HP and have noticed that there is no activity on the frequencies listed for Stonington Police. I'm new to this and trying to figure out if there is a way for my scanner to monitor or if the system is encrypted. If there is a legal way to setup the scanner to work for this, I'd be happy to pay for assitance.

No, Stonington operates on CLMRN. They are not encrypted. TG 23701

1) There is no way to set up a scanner to monitor encrypted.

2) Stonington Police are no longer operating on their VHF frequencies. They maintained for emergency back up, but they are not in use.

3) Stonington Police are in the clear on CLMRN, they are not a very chatty department, but I hear them daily.

For me there is plenty of activity on 155.64 / TG23701. 155.52 is usually silent. I am very close to the tower.
