I have these two dell universal receivers they are called SD-8160 and i want to turn them into rtl sdr that i can use for sdrsharp.

I don't know. One page I ran across for model SD-8160 states the frequency range is only from 2402.0 MHz - 2479.0 MHz.

Absolutely not. The Dell SD-8160 is a receiver for a wireless keyboard/mouse, has nothing to do with SDR.
