Are the rangers in IBSP on NJCIS? I have all the VHF frequencies in but heard nothing related to the park. Unless I'm out of range?

Would that not be the New Jersey Park Police, they are on NJICS.

Look under the Department of Environmental Protection, it appears as Dispatch and Ops 1 are in the clear. Ops 2 and 3 and Tactical are encrypted. Looks like some talk groups for maintenance staff also.

I'm in Toms River and last year I got them on the VHF channels. I'll listen to see if they still are.

NJ Park Police operate on the NJICS P25 system. They have access to the VHF frequencies, on an as-needed basis. Lifeguards and Park Maintenance personnel operate on the listed DEP frequencies in the database. Most operate in simplex mode, so you'll need to be nearby or have a VHF gain antenna on your receiver to monitor them from a distance. Also, some parks do not have a sufficient number of radios for all personnel to use, so some (especially the seasonal staff) use their cell phones to communicate with the office/staff.

I greatly appreciate your input but I can read the databases. My question is still are they on NJCIS? RR database lists them on VHF. Yet this past busy weekend I heard nothing on the DEP PARKS VHF Ch.! And if they are utilizing NJCIS, there is only one Parks dispatch talk group, with a few sub groups.There are over two dozen State Parks in NJ. How does one differenticate IBSP from the rest? The plot thickens....

It's NJICS not NJCIS and if you had read the post above you, he answered your question and then some.

Park police patrol the whole state and they are split up into sectors. There is no specific NJICS channel for IBSP, rather it's handled by a Park PD sector unit

Back when the NJ Parks Police switched to the 800 NJSP SmartZone system, a decision was made to have one Statewide Parks Police Dispatch and one State Parks Police Ops talkgroup.

Fast forward to 2016 era when the DEP signed an agreement with the State to switch over to the NJICS, additional talkgroups were added for the various divisions, and with Parks, a North, Central, and South talkgroup was added. This was supposed to supplement the Parks 5 VHF channel. However, with the cost of radios the price that they are, and with a very minimal budget, this has not occurred.

Regarding the Parks Police division, Ops 2 & Ops 3 was added. The reasoning for that was based on large scale events at Liberty State Park and if there were any other large events at other parks that needed a separate talkgroup. Also, Ops 2 & Ops 3 were set for 100% secure mode at all times in the event that the Parks PD needed a secure channel to communicate (alarm codes for buildings, criminal subjects with scanners, etc.). With all that goes on at the Trenton dispatch facility, this set-up has worked well for them. Also, different park police officers patrol different parks everyday within their Zone/District. Prior to 2008, each officer was assigned a park and they pretty much stayed in that park/area. This protocol changed in 2008 to accommodate roving patrols and manpower issues in some parks/areas.

I know all of this since I was an employee/affiliate of the State Park Service from 2000-2019. Some things may have changed from 2020 to current, but from my monitoring, not much has changed except for staff using phones to communicate more since radios are not always available to staff. I was also the one who verified all of the talkgroups with the Motorola APX7000 using Unitrunker to confirm them from a Parks Police issued radio.

I hope this helps you out with monitoring them, and the reasoning behind the decisions as to why IBSP doesn't have their own assigned talkgroup.

I live under a mile from Cape May Point State Park and have never heard anyt5hing on 159.4650 which is very disappointing

For events and incidents in the park they normally have ops 2 patched to the DEP TG on the county 700 MHz system.

So they could be, but might not be, but sometimes are, but not always. Perfect! Thank you...
