Island County, Washington - I-COM upgrade

I just caught an article from http://www.whidbeynewstimes.com/ on February 13, 2008 about their I-COM communications center and system upgrade. What concerns me is the following -

...if awarded, will elevate communication in the region (Island, Whatcom, Skagit, San Juan, and Snohomish counties) for agencies by helping to purchase/install a microwave loop utilizing internet protocol technology for radio contact ...system for which microwave component serves as backbone and IP provides complete computerization ...will give I-COM and other agencies the closed network we need to tie all of the region's radio systems together ...A "closed network" precludes any outside access, providing invaluable security.

Am I wrong, or will this "closed network" that precludes any "outside access" render civilian residents' new $500.00 digital radio scanners totally useless?

It is my impression that you are wrong. It looks like they are just using IP technology for the backhaul.

The actual radios will still be the same as they are now (unless they are being replaced also).
