ISP Springfield

I have a BC296D and have picked up what appear to be control channels for the ISP, some verified from the RRDatabase. However I hear no voice transmission. Have scanned in the "SEARCH" mode for ID Tag numbers but no luck yet. Has anyone heard voice? The freqs are 866.400 866.4875 and 867.9750. Thanks.

I would just guess that there are no ACTIVE talkgroups at this time, therefore will hear no traffic. Just able to confirm the control channels.
