I'm the one who found--and submitted--this system to RR. The site 2 frequencies are for the RELLIS (formerly Riverside) campus, which is a smaller campus run by both A&M and another local college, Blinn. Here's the RR DB page of the listing for the system (pay attention to the map):

On the original Type II system that this replaced, RELLIS didn't have a separate site.
Since I am unsure if this site is actually in use yet (the campus is currently undergoing major redevelopment), I didn't bother to submit it.
