Jax Beach Scanning

I'm new to scanning and have a SDS100. I have set up my favorites for the Jacksonville Beach and St Johns County sheriff departments using Sentinel and the RR database. I am receiving on the fire and rescue departments/channels which are P25. However the sheriff department/channels are silent. My question is are the Jacksonville Beach and St Johns county sheriff departments encrypted. Before spending a lot of time trouble shooting I'm just wondering if anyone else is receiving on these channels.

Also when selecting Service Type, the selection list for the SDS100 does not include a selection titled 'Department" . However in the RR data base for Jacksonville City First Coast Radio, the Service Type is listed as "Department". Does this matter that I cannot match the Service Type in the scanner to the RR Data Base?

S.O. is encryption. Also St John's. Fire dispatch is not.

All police in Duval and St Johns Counties are encrypted.
