There is a note in the RR database for Jefferson County:
"Jefferson County Sheriff, Fire/Rescue, and Monticello Police are now utilizing the State of Florida SLERS system for primary communications."

I do not see a site in Jefferson County for the SLERS P25 system, but there is a Monticello (Jefferson County) site listed for the SLERS EDACS system... so I guess (if the notation is accurate) that these agencies are using the SLERS EDACS system.

There are no talkgroups listed, so does anyone know if these agencies are unencrypted and can be monitored? if "yes" then would it be ProVoice?

Most likely so, a lot of the smaller counties in North Florida are still on the SLERS EDACS. Only observed a few Taylor County P25 sites popping up recently. If there isn't a TG listed for them, the very overwhelming likelihood is that it is encrypted, so can only speculate by seeing TG values that only appear on local sites and not on sites further away.
