I doubt cellular, as in cell phones. Likely, more like cellular in terms of multiple towers, but using a voting receiver, etc. Lee County, Georgia did this years ago and improved portable-radio reception across the county.

Jones County has received approval for a bunch of new VHF frequencies.
I think it was discussed here, in the past 6-9 months, that they would be using Kenwood's digital technology. If I am mistaken and it was Motorola's Mototrbo or Icom's proprietary digital format, it really doesn't matter. At this time, none of these three modes can be followed with your favorite scanner.
Decipher the FCC emission code "4K00F7W" (see the frequency 151.0775 in the above link) and you get Kenwood's proprietary "6.25 kHz single channel digital voice + data."
At least they'll be prepared for the 2013 narrowbanding requirement....
