KCMO EDACS Plaza Site

Does anyone know how the Plaza Site works? It has 7 active EDACS voice freqs but no control channel...Im wondering if it uses the main system to control it somehow......when running etrunker on the main system it does not show any of the Plaza site freqs being controlled by the main system.
