I just bought my BCD396XT last week and since I did not have a serial port on my PC, I had to do some local programming manually to get me by.
I have one System and one group programmed with Lexington, Madison County, Bluegrass airport and the KSP. That seems to be working all ok.

I now can connect the unit to my PC and Freescan sees it and the scanner responds.

My request / question

I am still reading and learning but also still a bit confused since my last scanner was a BC200XLT

are any of you KY guys kind enough to maybe share a freescan database with me so i can see how it is on my scanner?

I live in Richmond but travel all over the state, including Louisville

Thanks in advance for any help you may offer

I'm not sure if Freescan does this - it may very well - but having a subscription to Radio Reference so that you can use the software to download from Radio Reference to program your scanner is a Godsend. That is by far the easiest way of programming your radio.

You can use Freescan to download the data programming from your scanner.
At the top of the page click on the little scanner with the blue down arrow (Download from scanner).
Then you could use that as a template and just add systems to it and edit what you already have. Then upload it back to the scanner.
Click on the other little scanner with the blue up arrow (Upload to scanner).
Yes you can download systems from Radioreference with Freescan.

I started this way programming my scanner for Ohio and Northern Kentucky, adding one system or county at a time. I now have some 25 counties and about 40 systems. I just keep adding to the file and upload to the scanners each time I add something. I have programmed a BCD396T, BR330T, BCT15, BCT15X, and I have a new BCD396XT on-the-way, and I programmed them all with the same file, which is also saved on my PC.

PM me your email address and I can send you my Northern KY files (Boone, Kenton, & Campbell Counties) all conventional. Give you a place to start, and your ready if your ever up north.
