I guess the idea is to have the ability to jam LAPD freqs? Otherwise, they could monitor LAPD with just a Phase 1 scanner. Has that happened?

There is some self proclaimed media on social media with printed media badge tags who use regular scanners. Id imagine some protestors were using them as well.

Doesn't Lapd have Encrypted Tac channels for such events ? Or Special event channels ? It's Bonkers to think a bunch of ... protesters would have the Tech to circumvent law enforcement !
