Wonder how all these rioters were able to afford APX6k and not have time to work a job. What those clowns dont realize is using a scanner or radio while committing criminal activity is a felony
Surplus galore online. Hacker whacker specials on your favorite social media platforms. You'd be surprised what some are willing to spend for whacker public safety sounds.

I guess the idea is to have the ability to jam LAPD freqs? Otherwise, they could monitor LAPD with just a Phase 1 scanner. Has that happened?
There is some self proclaimed media on social media with printed media badge tags who use regular scanners. Id imagine some protestors were using them as well.

Here are all the frequencies in a text document in ascending order with 47 duplicates removed in case anyone wants to use a copy/paste into Proscan or whatever.

The 500 MHz frequencies some scanners may not cover. So edit accordingly. There are only three. Well, my P2's cover up to 512 MHz. My AOR AR8000 coves that range plus some. There is one 519 MHz in the list.

Getting a little off topic here fellas... So what is LAPD planning to do with these people?
That would be a question for the LAPD. But, as long as the radios are receive only on their freqs, I don't think there is much they can do with these people as far as that is concerned.

...and if those radio's were programmed to tx on LAPD channel's that also a crime...
Actually, the radios could be configured for transmit as well. As long as the radio doesn't transmit, no crime has been committed. I suppose a clever prosecutor could attempt to prove intent by showing the radios were configured for xmit, but that would open up a lot of ancillary issues involving equipment search and prosecutorial authority since communication law is the sole prevue of the Feds.

It's a bit like having a vehicle that can cruise at 100+ MPH. As long as the driver adheres to the speed limit, there's no crime.

The FCC would disagree with you on that:

§ 90.427 Precautions against unauthorized operation.

(b) Except for frequencies used in accordance with § 90.417, no person shall program into a transmitter frequencies for which the licensee using the transmitter is not authorized.

Doesn't say anything about transmitting, it says "no person shall program".

Funny thing is, that applies to everyone, other public safety agencies and {gasp!} ham radio operators.
