Labrador City Wildfire: 172.140 CSQ

Incident Command on NL Fire 619 (Labrador City, Labrador) is currently utilizing 172.140 as "Channel 1" while communicating with helos and CL-415's. It appears to be air-ground, and is not a frequency I have ever seen used before in Labrador West. Is this part of a provincial or national plan similar to the NIFC in the US? If so, can someone provide it?
