I have a Whistler 1080 and using the EZ scan software, I loaded all frequencies for Lebanon County PA.. After multiple weeks, I hear communications on the ems and fire channels but not the Lebanon city or county police frequencies. RR lists the public safety communication system as EDACS and the system voice as pro voice and analog. All of the police channels are listed as Digital mode, no E noted.
This scanner is EDACS capable but can it decode ProVoice? Could this be the reason I am not hearing police communications?

Welcome to the RR forums. No, your 1080 cannot decode Provoice. See capable receivers here. Uniden offers this mode as a $50 paid upgrade.

I wouldn't bother with getting the Uniden upgrade. The EDACS days are numbered. Lebanon County Radio System Upgrades
