I use a pro 106 while on the job to monitor other law enforcement agencies operating in my area. I purchased my digital scanner from my local radio shack and they said they programmed it using radio reference. They told me that there were some issues with not being able to recieve all traffic transmitted. The issue I have is that I recieve almost all traffic put out by EMS but receiving law enforcement is hit or miss. One end of the city seems to recieve better than the other and one day will be better than the other making me wonder if weather and atmosphere conditions are affecting the receiving capability of the scanner. The other agency is on the p25 system and they have problems of their own transmitting and receiving in certain areas of the county that they should not but they do. I have set my scanner to only scan the digital frequencies associated with emergency services in this area but at times there is what seems to be a delay in picking up the transmission so I only get partial traffic coming through. Most importantly is it likely to be an antenna issue, programming issue, or just something that happens that cannot be fixed.

Please post your location. Each system has quirks.
You may also want to post in the state forum below. You may find someone local that can help you out.

If you are using the stock antenna I would suggest replacing it with something better. Maybe a BNC 400mhz antenna or a watson 801 wideband considering Cumberland uses 460mhz trunking. Also turn your Attenuator off and global by pushing Func+ATT (if the G and A symbols are on).

Somthing like this would work great IMO: http://www.theantennafarm.com/catalog/laird-tech-exr-450-bn-2056.html

What systems are you having trouble trying to monitor, other than your county system? This will lead to better answers:) You may want to ask in the Tennessee state forum as well.

do you have the programming software and cable? If so, I'd be willing to put together a list to email you and you can just load it into the scanner. I'm not sure if the guys at RS programmed the unit correctly of if it's actually a receive issue

I am only monitoring the county system. My in car radio covers pretty much everything else except for highway patrol. I don't have programming cables since they did it for me at time of purchase. I may talk to them and see if you sent me a list would they load it for me from jump drive or something.

You mentioned a delay in receiving transmissions. There might be several causes for that, but depending on how the scanner was programmed, there could be a significant delay if the scanner is monitoring 3 or more trunking systems, or possibly if it is monitoring the same system in 3 or more scan lists at the same time. Trunking systems take about a second each to scan, so as the scanner monitors more of them, it takes awhile to go the full cycle.

I don't know how your scanner was programmed, but if you have a scan list that only has one trunking system in it, you might experiment with only having that scan list turned on, and see if you receive that system better.

best i can tell each tower is in its own bank. when i first got it i would manually go between banks depending on what part of the city i was in until i figured out how to scan only banks selected and not pick up my own traffic i would be transmitting from my in car radio. My department is not digital but all county stuff is from ems, police, and fire. Fire has a patch so it can still be picked up on analog systems and it seems to cause it to have issues with me picking it up digitally. I am not as concerned about picking up ems and fire. Ems is ok to hear so if they are dealing with something that requires law enforcement back up. There can be a few minute delay from the time a request goes out until it is dispatched to the requested agency which is why i took it upon myself to try and monitor that traffic.

towers

anyone know if it would make a difference or cause new problems to program everything into one scan bank.

just slightly better but it is a pain to be switching back and forth when moving around and to still miss traffic. Even the guys using it have so many issues it is a normal thing to hear them complaining about the radios during their transmissions.
