You’re correct, it is a T3 team running itThe Comm Plan looks like a Type III or local team management. Given the large increase in acreage I suspect by tomorrow’s day shift a NIFC system will be brought in, which will change all of these frequencies with Command repeaters and more tacticals. They will be nationally assigned frequencies instead of the local ones on the plan now.
