If you search within the document you'll find that 159.2775 is not exclusively a simplex A/G freq but can be paired for repeater ops

Examples:
151.3325 & 159.2775
155.9025 & 159.2775

For both Cal Fire tacticals and air to grounds there are a few frequencies allocated for initial attack and some are reserved for extended attack, which are only assigned by both North and South Ops. Duplications like the examples you mentioned are coordinated by those GACC's.

They aren't so much "duplications" as they are alternate uses for creating repeater pairs. That inherently speaks to somebody being in charge of frequency coordination in a NIMS org structure. Someone under the Area Commander? Dunno. I've seen other docs that clearly state tac channels have to be assigned by North/South Ops through an IROC Request. So yeah, I'm loosely aware of the procedures but when I hear the guy in the airplane give out the actual frequency, whatever the channel name might be is moot.

There are some crews who are talking simplex on the output of Admin Net (172.225)

Some folks have tried to tell them it was a conflict but were ignored.
