Yes you can, If the feed provider is not anonymous then on the county page of the feed you would see a person icon under links that will say "Feed Provider Details".

Can you contact them any other way. Because I don't have access to that or even to pm on the site. I want to ask them a question but don't want to pay anything.Because thats might what i would only need it for.
You don't need a premium subscription to PM or to contact them. Go to the county where the feed is and if it has a person icon under links on the right hand side of the feed then you can PM them.
