There are a few new ones dispatching here in Longmont. I often hear the dispatcher training the trainee in the backgrounds when they are dispatching fire/medical calls. It's like an echo or the airwaves.
The incident though I believe you were referring to was a suicidal man who ended up being tazed by officers when he climbed on the roof.
What I caught was her, the trainee as far as I know, got stuck on some wording. She was prompted to state "respond non-emergent" from a guy in the background. :-> She sounded okay and not too stressed, so that's a good thing.
