I'm looking to scan Westerly, Charlestown, Hopkinton, Richmond... most of Washington county....Liv713, this question can't be answered without knowing what city you're in to determine what your local PD, FD, and EMS are operating on.
Most towns are on RISCON, a few aren't, and several PD are encrypted.
I was looking at the sds-200 but its a bit out of my price range...The 996p2 is a great scanner. It really depends on your location if that scanner will work for you on the RISCON system. Most are going with the SDS-100 (handheld) or 200 (base) model.
I think the 996p2 would work for you. Most of the PD's in the south county on Riscon South zone are encrypted. Not sure how well you will receive the Riscon system with a back of the set antenna. Here are the two scanners from Scanner Master that would work for your area.
The only difference is the 996p2 will also do P-25 Phase II.

Funny how most of the encrypted systems of primary channels are in small towns. What are they trying to hide? The town's dirty little secrets?So Westerly and Hopkinton PD are both encrypted. Charlestown is on RISCON and Richmond is VHF analog for now.
All the FD is VHF or UHF analog. The fire southern league is also analog.
This is all in the Database, FYI.
If you want to hear Rhode Island State Police or Charlestown, get a SDS series scanner, which is designed for simulcast like RISCON. If you don't care about RISCON towns, then go with the x36 series (536HP for base, 436HP for mobile). They're great scanners, have audio replay, and I think the best Uniden offers. If you know nothing about programming, the x36 series can do it by zip code.

Yes I do, I'm asking about Smithfield, North Smithfield is a different town, I have everything programmed into it, unfortunately I still can't hear them, I'm wondering if they are encrypted and it's just not listing right in the RISCON Database? It shows it as just a "D"Do you have RISCON North zone programmed in the scanner?
I just looked up North Smithfield PD on the RISCON system and they are encrypted!!
