Somehow I can not get any software to down load for the model . I've tried using other means to program the state and it still will not allow me to switch from Alabama to OKLAHOMA . I do recognize the agency's I'm hearing but will not allow me to change States .

That beartracker function only let's you set highway patrol or police. It only has generic frequencies for each state and not area systems. Turn that function off, download freescan, and either get a RR membership and download what you need to the radio, or enter it into the software.
The software itself is free and supports that radio.
Need to watch though, as the 15x is not a digital capable radio so only analog systems and frequencies can be programmed.

Have you tried FreeSCAN?

It is what I use with my 15X.
I have no idea how to program it manually besides from a few basic functions so I cannot help you there. It stays plugged into the computer 24/7 unless I run out of USB slots.
Sounds like you have the preset BearTracker stuff turned on. To change the state or turn that feature off and only scan the stuff you programmed, see:

Believe it or not my better half figured out how to set up the scanner . didn't need to down load any software . able to hear the highway patrol , 3 different counties on trunked systems . now going to upgrade the out door antenna .
