It's really not a big deal - I programmed everything within a 300km radius of Toronto into a 396 in less than 4 hours.

It's much simpler to just to program it in by hand then take the time to make up the file.
Just hit hold and enter the frequency given above. It should ask if you want to Quick Save the frequency. Just answer yes and you're done.
For somebody just starting out, you've probably just bought yourself the most complicated scanner on the market today.
