I would expect all those coms would be encrypted, and it ain't going to happen anyway. The president and his minions are delusional.

In the unlikely event that this should occur, I would think that the military bands and radio systems would be active. I'm sure some are encrypted and some are not. Most USSS is encrypted. You also have to keep in mind, if any actual fighting occurs on our soil, you can bet that our local agencies and radio systems would also be quite active with local/state police activity related to it.
