Too many old planes etc to go digital and you want open coms on aircraft to hear each other.
Maybe someday down the road for aircraft but will take a long time![]()

The Federal Aviation Administration has awarded Indra’s air traffic business a potential $244.3 million contract to replace legacy ultra high frequency and very high frequency ground-based analog radios at remote air center/ground and backup emergency communications facilities.
FAA announced the award of the NEXTCOM V3 UHV/VHR Radio contract in a notice published Tuesday on SAM.gov. The contract covers all necessary equipment, documentation, software and contractor services to replace existing UHV and VHF radios, also known as the NEXTCOM V1 radio set.
Overland Park, Kansas-based Indra Air Traffic will provide contract and program management, warranty and repair, configuration management, barcode and asset tracking, integrated logistics services and support for government testing activities. The contractor will also help develop maintenance and operator training, support the government spares provisioning and maintenance program and provide other required services to implement, maintain and operate the UHF and VHF receiver and transmitter system.
FAA issued a solicitation for the contract in March 2023.

Seems they are just replacing aged out current tower radios etc with new ones. Nothing about going digital.
Almost all new radios have optional digital coms like my Ham radio.. Its not the end of the world for aviation analog!If you read the two links at the bottom FAA docs talk about Nexcom involving digital radios capable of both 25 and 8.3 spacing.
