1515 EST Was watching this one pass through the Philadelphia area - lots of aircraft landing (okay trying to land on Runway 17 - but a lot of go arounds - winds exceeding 40 mph - and aircraft limits)

Anyway this RSF4073 C130 departed McGuire and was following the previous departure track but now circling Philadelphia at 10-11K

RSF4073 C-130 off McG is doing weird orbits over PHL area. Have been listening to PHL tower the past hour, lots of wind shear go arounds, departures are stopped currently. Maybe weather related issues for the Herc?

ZDC 127.700>ZDC 118.825. Maybe to pick up a couple of depot F-15E's?

Assume just getting someone up to the Northeast and another tanker may take over.
