My first question.. How does a twin engine plane lose power on both engines?

All the sparks when the wing skid along the highway but no fire? Makes me think they were out of fuel.

One was relaying tankers leaving MacDill and the other I got recorded. One call sign was SHOWTIME, which is related to the Ford.

There was a big NOTAM air space in the Gulf from the Eglin/Tyndall area SE.

RCH128 (C-17A, 07-7188) is almost at Puerto Rico.
Departed from Ft Bragg/Pope.
