Milltown Fire Ops

I know milltown FD is toned out on a vhf or uhf band, but then utilize the msex county p25 system to call in service on/off location, but then radio silence for the duration of the call, so where do they operate on for fireground ops and why do they switch off the county system and only us it to call in service?
