To add to the info above, mode "Te" means partial encryption meaning you'll hear some transmissions but not others
I can't say for sure, but I think all MHP Dispatch has gone unencrypted. I know MHP Jackson D1 Dispatch is in the clear. The car to car is encrypted. Also, D2, D5, D6, D7, D6 and D9 Dispatch are all in the clear. These are the only ones i can receive. Just can't say about D3 and D4 Dispatch.
Correct. MHP dispatch channels are not currently encrypted. The database shows Te (partial encryption) instead of no encryption because they obviously have the capability, they are just not using it at this time. They were fully encrypted in the past.

They still have SWAT, MBI, INTERDICTION, MOTORCYCLE, AND OTHER STATEWIDE CHANNELS ENCRYPTED.
Car to car is partially encrypted, all other units, road troopers are clear.
