I've owned scanners/radios for 16 years, known people in fire/ems/police for nearly that long, and been involved directly for six years or so....
The IST is something relatively new to Montco. There was an article with a roster of involved personnel (and their radio designators) in the "Pennsylvania Fireman" a while back.
I can only assume there was some equipment they needed to pick up at the Fire Academy for use at the call.
Some other designators you'll hear in Montco:
DPS - Dept of Public Safety management staff (everything below is part of DPS)
FA - full time staff of the County Fire Academy
EDS - personnel from Emergency Dispatch Services
TAC - Tactical Dispatch Team personnel (primary staffers for Field Comm 1)
HM and EM - full-time county personnel involved in hazmat & emergency management
FM - municipal fire marshals
The 800MHz fireground channels are simplex (direct radio to radio). You're only going to be able to hear comms on these frequencies from a mile or three away depending on the terrain.
