Moore County Fire Admin just reported losing Tac 2-4. How does this hamper their communication?

Judging by the database, that means they now have to use TAC 1 and TAC 5-8. On a not busy day, that shouldn't hamper anything.

I know this is a silly question, but what exactly do we mean by "lose"? Like no longer allowed to use it, someone else is using it, obviously they mean literally it can't be utilized for some reason, but what reason could there be if it is a sudden thing to happen as it sounds like it was?
