Joe Pesci and his gang of criminals use scanners in their backroom command post to keep tabs on all of the law enforcement in Vegas, and brag that some of their equipment is more sophisticated than what the cops use.

Scott (the rural con artist) had some type of crystal-controlled receiver (maybe a Sonar) hidden in his glove box that allowed him to stay one step ahead of the law....
And speaking of Joe Pesci, his character in the "Public Eye" (who was based on the real life photographer Weegee) used a police radio in his car to respond to crime scenes to take photos. This was in a time period before scanners, but same idea.
