Until recently, I have been scanning the local sheriff with my whistler 1040 scanner. (Jasper county, Mississippi) I'm fairly close to the tower on hwy 531. For two weeks now I've heard nothing. I see on this site that they updated something last week. I know that this scanner will only hear phase one. Now, on this database, it says phase two. Did they change that? Is that why I suddenly can't hear them?

They are indeed on a Phase 2 system which the WS1040 will not receive, looks like it is time to upgrade the scanner. The change may have been that they stopped simulcasting on the old frequencies, but history log is not showing changes in the past two or three weeks for Jasper Co.

Any talkgroup with T (TDMA) in the Mode Column is Phase 2 and cannot be decoded by the WS1040.

It looks like many of the federal agencies in Jasper Cnty are encrypted at least on a part time basis. The Jasper sheriff looks to be in the clear. BEFORE you lay out the $ for a new scanner I strongly suggest you click the REPORT button in the lower left corner and request to have your post moved to the Mississippi forum. Someone there may be able to confirm if the sheriff is unencrypted.
