Yes, join the MJPD, get an issued radio. Otherwise, no, you can not hear encrypted TG's.

You can program the frequencies in as a conventional system, but there would only be disadvantages to trying to monitor the system in this manner.

If your desired goal is to be able to listen in on the encrypted TGs, there is nothing short of what MILF suggests that will work.

I still maintain you are trying to solve a problem that doesn't really exist. Yes, there are several Mount Juliet TGs in the database that are marked as encrypted, but the key question is- is there a significant amount of communicaton occurring on those TGs? The answer is no. The talkgroups in the database is what has been assigned to Mount Juliet and apparently anticipates future growth in the city. For example, there are 6 Fire Operations channels listed, but I don't think Mount Juliet even has 6 fire trucks. They didn't even have a fire department until 2 or 3 years ago.

The fire department stays on the dispatch channel for most of ttheir calls. Active structure fires are so infrequent that I haven't been able to confirm that they are even using the fire operations channels.

You can download the Pro96com software which will allow you to log the active talkgroups (among other data). A 10 hour run earlier this week found only 3 talkgroups being used Police and Fire (both in the clear) and and the police encrypted talk-around. There was only a handful of times anyone keyed up on the talk-around channel.
