Could be a tg for their blank(empty) channels. Douglas county does this. The channels that are blank actually have a talkgroup (65534) programmed into so it stays on the trunking system.

Yes it was the DOR. It was some of the District Maintenance Supervisors. They did a check of the different talkgroups, checked with NSP and then did a roll call of all the DOR District Offices.

Listening to some of the recordings, here is what I have found about DOR talkgroups:
3044 DOR ALL
3045 DOR Unknown District
3046 DOR District 5
3047 DOR District 4
3048 DOR District 7
3049 DOR District 6
3124 DOR Unknown. Heard DOR District 1 testing with radio engineering.
I also hear them taking about calling each other using private calls.

Not sure, but it appears that the 3rd digit of the radio ID may be the district number. Radio IDs ending in 01 may be "District Ops".

3045-May be Norfolk NDOR District 3? Looking at my radio ID files, there was a id of 33301 noted on 4/27 attached with TG 3045, affiliating with the Norfolk tower.
I will do some research on this one and see what I come up with. There are NDOR vehicles parked at Dist. 3 office with the small VHF antenna mounted near the hood. NDOR had also installed a small microwave antenna on the tower next to the bldg a few weeks ago.

Perhaps another NPPD mystery to uncover-TG 3527, radio id 36890, around 1400 today. Tagged on the affiliation log.
Troop HQ secure talkgroups: 3094, 3095, 3093, showing affiliating to the Norfolk tower as I type this. No activity noted at the current time.

Did you catch any talkgroups id's with these radio id's? I may help us narrow it down a bit to who is testing over N-WIN.
This may also be a reason you seen them, too per N9WHM on post #14 of this thread......

If he is hearing voice traffic I highly dough that they are the BLANK channels.
FYI Some fedral agencies will have access to N-WIN. A reliable source said so far FBI, DEA and ATF will have access to the system. Unknown if they will be using it for daily activity or if it will be in the clear.
*I am NOT saying that the talkgroups jigsawpuzzleman heard are federal agencies.*

All I hear is someone saying Testing 1,2,3 once and no other voice traffic. I heard the same thing on a new ID 60007 today. I'm not using Pro96com, I just have my uniden 996xt in search mode on several N-WIN towers. Besides the Lancaster N-WIN tower that I pick up all the time, here in Bellevue, I can pick up the Seward, Oceola, and Beatrice towers around 6 in the morning using an AOR SA7000 wideband antenna. Anybody using the same antenna?

3561-Possible NPPD, some random traffic about Shaker's in Waverly, (Must be Friday night plans! and about poor radio coverage in the Brainard, Ne. area.
7050/radio id-65555, Somewhat pixelated audio, from what I can understand, sounded like a demo transmission, with a clear transmission from "Sedgewick County" (Colorado?) and another transmission-"Keith County....". Pixelated audio afterwards, then heard "very broken up".

NPPD truck broken down at Love's Travel Center in York, calling NPPD Vehicle Maintenance, making arrangements for vehicle maintenance to come out to check the truck. KCC says will be a while, mechanics are near Red Cloud, Ne., pulling out a bucket truck stuck in the mud.
