While they're exempt, they're not without a potential issue in a few years. As I understand it, all users have to be off T-Band by 2020 or so because the FCC is going to auction off this range.

I know that this is a delayed response but just to confirm, all of Cecil County's radio channels (conventional and trunked) have been narrowband for about 10 years.
