Are these beacons normal'y close to airports....

It depends. Some are colocated with inner/middle/outer marker beacons used for NDB approaches and are up to a few miles off the ends of runways. Others are on airport property and others are not at airports. The DGPS beacons operated by the Coast Guard are usually not by airports.
