Need Help New and Having Issues

We have a Uniden Bearcat BC75XLT Handheld Scanner, 300 Channels, 10 banks, Close Call Technology, PC Programable, NOAA Weather, Aviation, Marine, Railroad, NASCAR, and Non-Digital Police/Fire/Public Safety since 2016.

We have had no issues with receiving transmissions from our small-town area until the last year and a half and I was just wondering what the issues could be. We are in Northwestern Illinois. (Carroll, Whiteside, JoDavis, Ogle, and Lee counties) I no longer receive the EMS/Fire/Police or Sheriff for these counties.

Is my scanner out of date, not good enough for the frequencies now days? My husband has Retinitis Pigmentosa, and I am just trying to give him something to listen to and keep in touch with his surroundings (Weather/Accidents/or other Emergencies) while I am gone at work.

If someone could steer me into the right direction, I would greatly appreciate it.

Seems if I'm reading this correctly the counties are P25 aka digital. or encrypted.

so far Lee County I is trunked and needs the following


trunked and nxdn or Phase 1 and Phase 2

Whiteside sheriff says Phase 2 digital

its under Starcom 21

Looking at Lee again it also Starcom 21


Carroll is the same it's under starcom 21

The following are all still being used when they are not on Starcom21.
--Fire and EMS for county Dispatch is on 154.340
--Rochelle and Ogle Lee FD Dispatch is on 154.160
--154.34 - Forreston, Leaf River, Byron, Stillman Valley, Monroe Center, Lin-Scott-Rock (Lindenwood area/townships)
--Most agencies used Fireground Red, 154.83 for Fireground comms.


Ogle County Sheriff​




The following are all still being used when they are not on Starcom21.
--OCSD Primary Police Dispatch is on Control 1 -453.100
--Backup is on Control 2 -- 155.100

And Jo Davies I think is on Starcom 21

Thank you so much for your response. I have all of these frequencies programmed. I receive them being toned out on calls but that is it. I can not hear anything else about the calls. Do I need to do something different since they are Starcom 21 or is my BC75XLT not big enough or the right scanner for these frequencies? I am trying so hard to figure out all this radio stuff but it is over my head. Thank you so much again for your time and help 🙏🏻💗🙏🏻

to listen to P1 and P2 aka p25 P2 or P25 phase 1 you need a digital scannerr, this is what you need

the cheapest one I will look for you but these are the units you need to listen to starcom.
