I think it's a bad decode of KID 0003. An Alg id of 3A is invalid. Good catch though of the active TG using ENC.

So there a few 5xx still being used.. I have the MaxAge set for 24 hours in DSD+. and I have seen
TG 452 with KID 4051 (the same KID as the dispatch channel) and 536 & 537 active using AES-256 (KID 4054). I wonder if these could this be the old HEAT guys or some other Tac channel? Oddly the court house (TG 544) seems to be the only TG so far that I have seen that is police related, that still uses ADP (KID 0002).

Hmm KID 4051 and KID 4054. That leads me to think there may be a 4052 and 4053. The TG 536 and 537 also line up in the old PD range so them being the "HEAT" or a surveillance type of TG is very high.

I know before the switch from ADP to AES. HPS had some channels that were AES-256. I imagine that they were eventually going to implement AES on all their TG's
