I have heard of programs for slow scan tv signals from the ISS or other satellites, is there a software program for police scanners to receive and decode these?

For example, here's something you can try with one of those nifty $15 RTL dongles, a bunch of free software and lots of swearing and fiddling: RTL-SDR Tutorial: Receiving NOAA Weather Satellite Images - rtl-sdr.com

The tutorial says it also works on scanners. I'm going to try this myself! Looks fun!
