Is the siren coming from the helicopter, or some other emergency vehicle on the ground?
It's coming from the helicopter. In previous years air 1 and air 2 both used sirens at the Chicago Air and Water show. I was told this new copter will be there this year. Also, I believe they actually have four choppers now one being a Huey.

Fox News CH32 is always playing "Scanner Traffic " about certain incidents how are they getting this with "ENC" is it the 30 minute delay or have they passed the law for TV stations to now copy this traffic?

Update:

They're now using PH-3 as a radio signature. I was wondering why they were using PH-1 since that and PH-2 are still in use and operational?

CPD PH-3 (Radio-1)47671
CPD PH-3 (Radio-2)47672
CPD PH-3 (Radio-3)47673
CPD PH-3 (Radio-4)47674
CPD PH-3 (Radio-5)47675

The CPD and CFD helicopters are based on the lake front just south of the Calumet River at E Foreman Dr, Chicago, IL 60617. The driveway for the hangar/heliport is off the access road for the Calumet Park boat ramp.

Are they outside a lot or in a hanger? I would like to try and get pics this weekend.

I can’t say but I watch ADB-S aircraft tracking and found their hangar/heliport using google maps satellite view. You can get a look at the driveway from google maps street view but you really can’t see the helipad. Here are the gps coordinates for the CPD/CFD helipad.

Previous news releases indicated Chicago has signed a deal with Bell Textron for three new helicopters. The news release stated Chicago PD was getting one twin engine Bell 429 (N911ZP) and two new Bell 407 single engine helicopters. Tonight I noticed a 2024 Bell 407 helicopter on ADS-B with tail number N536PD. ADS-B Exchange shows registration as issued to Bell Textron. I suspect this is the new Bell 407 helicopter for CPD.

The November 2024 edition of "Police Aviation News" shows the following for tail number N536PD:

"Westchester County (New York) Police has taken delivery of a new Bell 407GXi N536PD...".

FAA registration search result https://registry.faa.gov/aircraftinquiry/Search/NNumberResult?NNumberTxt=536PD

More research needed?
