I stumbled across this booming signal this morning while trying to log the Suncor Plant on Southdown. I thought this may in fact be Great Canadian Casino but their colour codes don't seem to match what is in the database. I suspect that either this is the Casino that has switched to a tier 3 system or Potentially Suncor out here in Mississauga. I am currently pulling this in from Port Credit so I do suspect the Suncor/Petro Canada Plant. All appears to be using EP/RC4 with a KID of 3.

Any information at the bottom of DSDPlus to identify TIIISTd/NonSTD/Moto? Looks like the voice is on slot 2. So either that's the second timeslot on the CC, or you're listening to a voice channel. Or it's not a T3 system but conventional DMR. I have a feeling your monitoring a voice channel since there is no LSN mentioned.

It would make sense if this was the Suncor plant as they where a Connect+ before this.

I was unable to effectively run DSD+ on this system since it is using the same system ID as Alectra. I did run LCN finder on my 536 and it did successfully find all LCN's.

OTA aliases also appear to be enabled. So far "LUBE" and "CONST" seem to be coming up a fair bit

you can either rename the Alectra system to something like S427:2 or temporarily remove by adding a " ; " in front of the Alectra system lines in the dsd files while you test the new system.
