New guy, DPS, PCSO, Help appreciated

Hey guys I'm new to the whole scanner thing but so far think its great! I had a RS Pro 97 for several months and then decided to upgrade to a RS Pro 106 after taking a trip where I wanted to listen to digital freqs.

I live in Tucson and have had pretty good luck catching TDP, TFD, and the smaller agencies.
My problem however is I took an interest in the Pima County Sheriff when I saw a whole group of them at a house in my neighborhood and I hadn't caught a thing on them! I searched the forums and the newest thing I found was a post about a year ago about a possible LTR system or something and something about 800MHz freqs... Now I used the information in the link below to add 4 PCSO freqs to my scanner but I haven't gotten even one hit on them and none are in 800MHz range...am I missing something?

I know its my first post but I tried to do my research before asking the question, any help is appreciated! Also what agencies have the best listening in the Tucson area?

PS. I use ARC500 and have a subscription to RR to add the frequencies to the scanner, I know I had to change some settings manually when I added a trucked system...maybe im just missing something?

Currently Pima County's radio system is not able to be monitored with any one known stock scanner. It is possible with LTR software, a computer, and one radio for input of the signal and another radio for output to track the system.

Pima County has been for several years planning to purchase a county wide radio trunk system, known as PCWIN. This system is still not acquired, but it will be a Motorola P25 TDMA II system and may be encrypted.

You can always try manually programming the output frequencies with are -40 MHz from the 800 MHz frequencies that are listed for the system now. You can hear units that are close and the air unit most of the time.
