sure it is. But you still need to know certain programming parameters for it to work. Which would be very very hard to crack on your own.
I think you're missing the point here. You can't just program an Astro radio for carrier squelch and expect it to decode the VSELP. You need to know the Network ID number of the system for the radio to decode the digital.
